		<description>For the purposes of this study, the term &quot;telecare&quot; is used to describe a range of enhancements to the basic social alarm (sometimes called 1st generation telecare) service concept. For our purposes, telecare is concerned with the provision of social care (i.e. non medical services) to the home. Typical examples include the provision of various sensors in the home (e.g. fall detectors, bed/chair occupancy sensors, smoke, gas and flood detectors, and so on) that alert social care services in the event of a problem arising in the home. In addition, videophone-based or other remote social care to the home can also be considered to be forms of telecare. Such applications have frequently been called ‘second generation telecare’, whereas the term ‘third generation telecare’ has been used  to describe ICT-based solutions of more preventative nature such as extensive sensoring in the home for the purposes of ‘lifestyle monitoring’.</description>

		<description>The telecare system (combination of alarm and social care provision)is under the long-term care insurance (Home-Visit at Night for Long-Term Care) since 2006.

The number of centres proposing these services is not very high but increasing (12 in 2006 and 69 in 2007. And, according to Yomiuri journal, +/- 120 for 2000 people).

The service is not always provided 24h/24h, nor during the week-end. 

One of the reasons for this &quot;under development&quot; would be that independent living is mainly promoted at family and or community level and less at individual and home level.</description>
